Bounded-resource scaling policy types from the Vox project.
Scaling policy loaded from the repo SSOT contracts/scaling/policy.yaml.
Use [ScalingPolicy::embedded] for stable defaults without I/O. For local overrides in tests,
use [ScalingPolicy::from_yaml_str].
